Safe default flow

  1. Read products, the exact current price, and your budget.
  2. Ask the owner to approve paid Session creation.
  3. Create with an idempotency key, then monitor health and usage.
  4. Rotate only when needed and clean up at the end.

Creating a Session can spend money. Budget changes are consequential policy changes. Keep human approval enabled for both.
